The Comptroller's Office was created by the Constitutional Convention of 1970 as an expanded replacement for the Office of the Auditor of Public Accounts. The Office of the Comptroller traces its ancestry to 1799 when an auditor of public accounts was established under the jurisdiction of the Northwest Territory. Elijah Conway Berry served as Auditor of Public Accounts when Illinois was a territory of the United States and continued his duties as Auditor when Illinois became a state in 1818. Berry's successor, James Stapp, took office when he was only 27 years of age.

Comptroller’s Critters was created by the late, great pet-loving Comptroller Judy Baar Topinka and carried on in her honor by Comptroller Mendoza. The program aims to find shelter dogs, cats and other animals forever homes and features a searchable database of facilities in your area. Our goal is to give you the resources you need to adopt a pet, which in turn reduces animal control costs at the local level and saves taxpayers money.
Through the program, Illinois communities, and organizations may schedule financial workshops hosted by the Comptroller's Office to address everything from the tracking of daily expenses and budgeting to exploring credit card options and identity theft protection.
