State and University Employees Combined Appeal (SECA) is an annual program that provides all employees the opportunity to donate to the charitable cause of their choice through payroll deduction. It is administered by the Illinois Office of Comptroller (IOC).
Financial data is available in bulk for those who would like to view and query the financial information of local governments in Illinois. All financial data provided is self-reported by the local governments, according to state law. An understanding of Microsoft Access and Microsoft Excel is encouraged for analyzing the data. Please refer to the Chart of Accounts and Definitions document, found in the Local Government Help File, for assistance with understanding the data.

The Comptroller's Office is most often associated with the State's fiscal matters. One lesser-known function is the licensure of certain private cemeteries that accept care funds, crematories, along with businesses, such as cemeteries and funeral homes that sell pre-need funeral goods and services to consumers. Specifically, the division ensures consumer dollars collected by these businesses are annually reported and accounted for so they are available when consumers need them.
The Warrant Inquiry Form allows a vendor to enter the warrant number and determine if the payment has been cashed. Please be advised that as of July 1, 2026 the State of Illinois has a new Statewide Accounting Management System (SAMS). The new system issues payments with new warrant number prefixes. Refer to the table below for a comparison of old and new prefixes. Bring this notice with you when cashing your check in case your financial institution questions the check’s validity. Questions? Taxpayers can now inquire about Prevailing Wage Act contracts that have been reported to our Office. You can inquire by entering a specific vendor name, vendor FEIN, or a county. The information returned will include the vendor name, contracting agency, contract number, original contract amount, original contract terms, county, location, and general description.

As prescribed by the Freedom of Information Act [5 ILCS 140/1] the Office of Comptroller makes available to any person for inspection or copying all non-exempt, public records. Any written Freedom of Information request is promptly responded to, indicating compliance or denial to the request within 5 working days. In certain circumstances, the Office of Comptroller may take up to an additional 5 working days to collect and prepare public records. Responses to requests made for a commercial purpose, however, may take up to 21 days or longer.

The Annual Comprehensive Financial Report (ACFR) is the official annual report which details the financial position of the State and results of operations during the fiscal year. The Annual Comprehensive Financial Report is prepared in conformity with Generally Accepted Accounting Principles (GAAP), which are a common set of accounting principles, standards and procedures that entities use to compile their financial statements. This report was previously known as the Comprehensive Annual Financial Report (CAFR).
