From the beginning of the budget impasse two years ago (in red), Illinois' bill backlog has grown dramatically - more than tripling to $15 BILLION+. This backlog limits payments to those who serve our state's most vulnerable. We've seen groups shutter and people get hurt. The human cost is too high to continue another year without a budget.
