The 2016 Comprehensive Annual Financial Report (CAFR) for the State of Illinois details the financial condition of the State and results of operations during the fiscal year (June 30, 2015 - June 30, 2016).
According to the 2016 CAFR, Illinois' bill backlog for hospitals and doctors increased 126% in fiscal year 2016. State employees are now being forced to pay more upfront for their medical care and sometimes even refused care altogether.
